Title Programs are federal education programs that provide funding to public schools to help with the are designed to help at-risk children. Title Programs include Title I, II, III and IV and other programs.
Title I, Part A - Improving Academic Achievement of the Disadvantaged:
Title I, Part A is the largest federally funded program developed to provide additional educational services to help disadvantaged students meet state academic standards and ensure academic success for eligible students. Title I funds may be used for a variety of services and activities, primarily to supplement instruction in reading and math.

Title II, Part A - Supporting Effective Instruction:
Title II, Part A provides supplemental resources to school districts to support systems for excellence in teaching and leadership. Title II, Part A grants assist in improving the quality and effectiveness of teachers, principals and other school leaders involved in student success and academic achievement.
Campbell County Schools currently utilizes Title II funds to for registrations, materials and stipends to allow teachers to attend professional development conferences and training aligned with CCS's Consolidated District Improvement Plan.
Title III - English Learner and Immigrant Students:
Title III is part of legislation enacted to ensure English Learners (ELs), including immigrant children and youth, develop English proficiency and meet the same academic achievement standards that other children are expected to meet.
ELs are those students aged 3-21 whose primary language is a language other than English [See ESSA 8101(20)]. ELs enter Kentucky schools with a variety of language backgrounds, educational experiences, and levels of English proficiency.
Immigrant students are those students aged 3-21 who were not born in any U.S. state (including the 50 states, District of Columbia, and Puerto Rico) and have not been attending one or more schools in any one or more U.S. states for more than 3 full academic years [See ESSA 3201(5)]. An immigrant student may or may not be an EL student.
Whether or not an immigrant student is an EL, activities should be provided to enhance instructional opportunities for them to be successful in classrooms in the United States, as required by ESSA.

Title IV, Part A - Student Support and Academic Enrichment:
Title IV, Part A is intended to help provide all students with access to a well-rounded education, improved school conditions for learning, and improved use of technology with the overall goal of improving the academic achievement and digital literacy of all students. (ESEA section 4101).
Based on needs, Title IV funds for Campbell County Schools is in three areas:
1) Well-Rounded Education
2) Improving School Conditions
3) Improve the Use of Technology
